Swirl
Using EyeCandy

Open  a New Image
300 X 300

Drop some tubes anywhere you wish.
It doesn't matter what they are,
 I just used similar colors.
Add a layer,
move as the bottom layer,
Bucket fill 
with a solid color.

If you want,
Click undo. Add a few more tubes

Same as above with the Swirl feature.
Now add Borders,

And again to
Add double borders

Save.

To make a bar, like this background,
Open a New Image
150 X 300

Here I used the
twinkle star tube.

Apply the swirl

Add a layer, 
Bucket fill with a solid color.
I used light green for the background.

When making stationery I like my
graphics to tile, seamlessly.
I save the image above, 
open 20/20, 
found elsewhere in My tutorials,
 Tiled the image so it's seamless. 
Save it as a bmp.
Then re-opened it in PSP.

Open an Image 1024 X 300.
Drag and drop the seamless image and 
position into place along the left side.
Use My pre-made Pedestal bar for shading.

Add a solid color for the background.
(Layer 1)

Open a New Image 1024 X 800.
Bucket flood fill to
test for seams.

Add Tubes 
to the side bar if you wish.
Easy made backgrounds!
