Blur 

The background just didn't tile correctly 
so I made these revisions.

Download and unzip the files.
Save the filter to your plugin folder.
Open the image in psp.
Hold the CRTL down and Hit D to duplicate the image.

Image/Blur/Motion Blur
Blur the image 4 times in different directions.
(just move the bar around)

It will look something like this.

Click for the Craquelure texture

This is the setting I used. Then OK.

CTRL-C to copy the blurred image.
Open 20/20
Paste as a New Image

Tile Effect

Edit/Copy

Close 20/20

CTRL-V to paste a New Image in PSP.

Now if needed, 
resize the image to 50%

Click on the duplicated image.
click on Freehand selection (lasso)
Feather about 20
(This is a large image)

CTRL-C then CTRL-V
to paste it as a new image.

Resize to about 300 pixels high.

Invert the selection,
cut the background away.
Add a layer.
Drag the new layer to the bottom of the payer palette.
Flood fill it with the crackle background.

Click on layer one.
Use the magic wand to make a selection
as shown. (or close to it :)

Selections/modify/expand 5 pixels.

Invert the Selection,
cut the excess away.

File-Export as a Gif.
Always use the Gif wizard.

Next on everything except,
Choose best colors.

Then it should look something like this background.
